Fleur Hassan-Nahoum is a passionate advocate for innovation, diplomacy, and economic development. With a career spanning public service, international relations, and communication consulting, she works to build bridges between communities, promote economic development, and amplify meaningful change. From advising startups and nonprofits on effective messaging to advancing Israel’s global partnerships as a special envoy for trade and innovation, Fleur’s work is driven by a commitment to creating impact and fostering collaboration across diverse sectors peoples and communities.

My Story
I grew up in Gibraltar and studied law at Kings College, London University. I qualified as a barrister and practiced in London before becoming the Campaign Director of World Jewish Relief. In 2001, I immigrated to Israel and I was recruited by the American Jewish Joint Distribution Committee where I served as a senior associate in resource development for 6 years, dealing specifically in Europe with individuals, foundations and institutions. In 2007 I was recruited by Tikva Children's Home where I advocated for resources for abandoned and abused Jewish children from the Former Soviet Union.
In 2011, I founded Message Experts, a strategic communications firm where I used my experience as a presenter, barrister and fundraiser to help a wide range of organizations and individuals improve their messaging and presentation skills. I have successfully worked with established companies, startups and nonprofits globally preparing speakers for conferences, pitch investors/donors, and win competitions.
In 2016 I became a City Council Member in the city of Jerusalem and in November 2018 I was re-elected to the Jerusalem Municipal Council and was appointed Deputy Mayor for foreign relations, economic development, and tourism. I co-founded the UAE-Israel Business Council and the Gulf Israel Women’s Forum in 2020.
Since September 2023, I have been serving as Israel's special envoy for trade and innovation. I am the first woman to be appointed as Secretary General for Kol Israel, the ideological successor to the General Zionist Party in the World Zionist Congress. I joined the Misgav Institute for National Security and Zionist Strategy in 2024 as a senior fellow and I sit on its international advisory council. I completed my tenure as Deputy Mayor of Jerusalem in March, 2024, and I remain involved in the advancement of women's rights and marginalized populations in the city, country and region.
I am bilingual in English & Spanish and fluent in Hebrew.
